Byaccessing, downloading, or using the Neibors mobile application, website, or any related services(collectively, the “App” or “Platform”), you (“User,” “you,” or “your”) agree to comply with and be boundby these Terms of Use (“Terms”), as well as our Privacy Policy.
If you do not agree to these Terms, you must immediately discontinue use of the App.We reserve the right to update or modify these Terms at any time, without prior notice. Your continued useconstitutes acceptance of the revised Terms.

2. Eligibility and Account Registration
- You must be at least 18 years old and capable of entering into legally binding contracts to useNeibors.
- By registering, you represent and warrant that all information provided is true, accurate, andcomplete.

- Neibors Inc. reserves the right to suspend or terminate accounts that provide false information,engage in prohibited behavior, or violate these Terms.
3. Description of Service
Neibors is a social networking and community interaction platform designed to enable users to discover,connect, and interact with people in their local and digital neighborhoods. The App may include chatfeatures, posts, geolocation tools, and other communication or content-sharing functionalities.
We may, at our sole discretion:
- Modify or discontinue any feature or function of the App;
- Restrict access to portions of the App;
- Suspend or terminate services for maintenance, security, or regulatory reasons.
We are not liable for any modification, suspension, or discontinuance of the App or any part thereof.
4. User Conduct and Obligations
By using Neibors, you agree to act responsibly and respectfully toward others. You must not:
- Use the App for unlawful, fraudulent, or harmful purposes;
- Post or transmit any material that is defamatory, harassing, threatening, obscene, pornographic,discriminatory, or otherwise objectionable;
- Engage in stalking, bullying, doxxing, or any form of harassment (sexual, verbal, or psychological);
- Share false, misleading, or confidential information about others without consent;
- Attempt to gain unauthorized access to accounts, systems, or data;
- Post, distribute, or promote spam, phishing links, or malware;
- Impersonate another person or misrepresent your affiliation;
- Use the App to promote or facilitate illegal activities, such as drug use, prostitution, hate speech,violence, or fraud.
Violations may result in immediate suspension or permanent termination of your account, and may bereferred to law enforcement where appropriate.
5. User Content and License
- Ownership
You retain ownership of any content you upload, post, or transmit on the App (“User Content”).
- License to Neibors
By submitting User Content, you grant Neibors Inc. a non-exclusive, worldwide, royalty-free, transferable, and perpetual license to use, reproduce, display, distribute, and create derivative works of such content in connection with the operation and improvement of the App. - Responsibility
You are solely responsible for your User Content and the consequences of sharing it.Neibors Inc. does not endorse or verify any User Content and disclaims liability for its accuracy, legality, orreliability.
6. Confidentiality, Data, and Communications
While Neibors takes reasonable steps to secure personal data, you acknowledge and agree that:
- No method of electronic transmission or storage is 100% secure;
- We cannot guarantee absolute confidentiality of information shared through the App;
- Neibors Inc. shall not be held liable for any unauthorized access, interception, breach, or disclosureof user communications or information.
Users should avoid sharing sensitive information (e.g., financial details, home addresses) within chats orpublic posts.
7. Prohibited Activities and Zero-Tolerance Policy
Neibors maintains a zero-tolerance policy against:
- Harassment or threats (online or offline);
- Discriminatory or hateful behavior;
- The exchange of illegal goods, services, or explicit content;
- Attempts to solicit money, sexual favors, or personal data for deceitful purposes;
- Use of automated systems, bots, or scrapers to extract data or interact with users.
Violation of these rules may result in permanent account removal and reporting to law enforcement authorities.
8. Third-Party Content and Links
The App may contain links to third-party websites or services.
Neibors Inc. does not control or endorse these sites and is not responsible for their content, privacy policies, or practices.
Your interactions with third-party services are solely at your own risk.
9. Reporting, Enforcement, and Moderation
If you experience harassment, threats, or abuse, report it immediately through the App or via legal@neibors.app.
While Neibors strives to act promptly on credible reports, it is not obligated to mediate disputes or guarantee the removal of all objectionable content.
We reserve the right to:
- Review or remove content deemed inappropriate;
- Cooperate with law enforcement or regulatory agencies;
- Disclose user information where required by law or to protect others’ safety.
10. Disclaimer of Warranties
The App is provided on an “AS IS” and “AS AVAILABLE” basis.
Neibors Inc. makes no warranties, express or implied, including but not limited to:
We reserve the right to:
- Availability, accuracy, or reliability of the App;
- Fitness for a particular purpose or merchantability;
- Non-infringement of third-party rights.
We do not guarantee that the App will operate without interruptions, security breaches, or errors.
11. Limitation of Liability
To the fullest extent permitted by law, Neibors Inc., its directors, officers, employees, agents, affiliates, and licensors shall not be liable for any:
- Direct, indirect, incidental, special, or consequential damages;
- Loss of profits, revenue, or data;
- Emotional distress or reputational harm;
- Any acts or omissions of other users;
- Unauthorized access to or alteration of your data;
- Harassment, defamation, or illegal behavior by other users.
You acknowledge that you use Neibors at your own risk.
Your exclusive remedy for dissatisfaction with the App is to stop using it.
You agree to defend, indemnify, and hold harmless Neibors Inc., its officers, employees, and affiliates from and against any and all claims, damages, obligations, losses, liabilities, costs, and expenses (including attorneys’ fees) arising from:
- Your use or misuse of the App;
- Your violation of these Terms;
- Your violation of any third-party rights or applicable laws.
13. Termination and Suspension
Neibors reserves the right, without notice, to:
- Suspend or terminate your account for any violation of these Terms;
- Block access to certain features or content;
- Remove any data associated with a terminated account.
Termination does not relieve you of any obligations incurred prior to the termination date.
14. Governing Law and Dispute Resolution
These Terms are governed by and construed in accordance with the laws of the State of New York, without regard to conflict-of-law principles.
You agree that any disputes or claims arising out of or relating to these Terms or your use of the App shall be brought exclusively in the state or federal courts located in New York County, NY, and you consent to the jurisdiction and venue of those courts.
If you access Neibors from outside the United States, you do so at your own risk and are responsible for compliance with local laws.
Neibors does not guarantee that the App or its content is appropriate or lawful in all jurisdictions.
We may update these Terms from time to time by posting a new version on our website or within the App.
It is your responsibility to review these Terms periodically.
Continued use after changes constitutes acceptance of the revised Terms.
